This is the first time I play one of the NHL games on the PC (played every other version on console). How do I install the roster updates. When I do install them will they change the rosters in franchise mode if I have already started a season or will I have to start a new season for the updated rosters to take effect.

You would put them in the DB folder in the NHL 2003 directory. Just overwrite what is already in there.

They do not effect season/playoff/franchise modes. Only exhibition. You would have to start a new season to get the new rosters in season play.
