I have a question about how the development of drafted rookies works in NHL 07, specifically the PC version. I imagine that the PC versions for years surrounding 07 are also similar.
I started an Avs dynasty and am now in the third year. I focused on drafting guys with high potential ratings the first two years, and ended up getting several guys with potential in the 90's, and actual ratings in the 60's. Problem is, even after two seasons, the rookies from the first draft class haven't improved their actual ratings - my first draft pick was a 64 on the day I picked him and he still is. I put them all in the minor leagues - do they need to be scratched or to get NHL minutes to develop? I hope not, because I don't want to be running out raw 65 forwards on my 4th line. Does anyone know what I'm doing wrong or how the PC dynasty mode handles rookie development?

3 for legal, 3 for NHL pressure, 2 for PR, 2 for rookie scouting, 3 for head coach, 1 for assistant coach, and 2 each for goalie, strategic, and power skating coaches. Those are all the upgrades I have.
use NHL View and increase all upgrades to the top and see if that helps.
otherwise, I have no idea as I don't play Dynasty
